Complex projects demand careful planning. That much is obvious, yet the construction and infrastructure industry has been surprisingly slow to build tools that support it. As project complexity grows, legacy systems fall further behind. JVIS (Joint Venture Implenia Stangeland) is proof that the will to innovate is there.
JVIS specialises in large-scale infrastructure projects. When they began using TaskCtrl in 2021, it was a clear step towards more structured, digital project execution.

The value is in the planning
Wendy Nylund, Head of Systematic Commissioning at JVIS, spent most of her career in the oil and gas sector. That background gave her a clear view of how similar the construction and oil industries really are: the path to a successful project is the same in both.
"The value is in the planning. Regardless of which industry you're in, the key to a successful project is getting everyone on board with the plan. You have to start with the end in mind and work backwards."
Wendy Nylund, Head of Systematic Commissioning, JVISThis is the essence of systematic commissioning. With this focus, problems are identified early, giving projects the best chance of being delivered on time, on budget, and with all agreed functions in place.
Built to close the development gap
Although the oil and construction industries share similar processes and the same path to completion, the oil industry remains somewhat ahead on the digitalisation agenda, having long relied on digital tools to ease the journey from early design to commissioning.
"In recent years, the Norwegian construction and infrastructure industry has seen significantly lower productivity growth than other sectors. A key reason, or at least one of them, is that the industry has lacked modern systems that support an efficient process with good information flow."
Ørjan Gjendemsjø, CEO, TaskCtrlIt was this gap in the market, combined with a genuine ambition to improve the industry, that gave rise to TaskCtrl in 2018. Since then, the platform has set a standard for the construction and infrastructure sector, and has been part of projects of all sizes, including JVIS's current large-scale programme.
Bridging construction and the digital age
It was the search for a digital solution to support systematic commissioning that led JVIS to TaskCtrl in early 2021. Since then, JVIS has used TaskCtrl throughout the E39 project, from planning new four-lane roads, tunnels and bridges, through to commissioning.
Everything in one system
A project at this scale demands enormous amounts of coordination. With TaskCtrl, the process became significantly more manageable.
"TaskCtrl lets us bring all the information into one system. The modules can be linked to each other so you can follow commissioning progress very closely. Having everything you need in one place makes the whole process clearer, and the delivery easier and better."

An industry on the move
JVIS was an early mover, but the trend they represent is now mainstream. More and more contractors in construction and infrastructure are investing in digital tools to improve project delivery.
"It seems like more and more companies are following in JVIS's footsteps, investing in project efficiency through digital tools. If this trend continues, it won't be long before construction and infrastructure catches up with the productivity growth seen in other industries."
Ørjan Gjendemsjø, CEO, TaskCtrlThe E39 project demonstrates that systematic commissioning works at scale, even in billion-kroner infrastructure programmes with high complexity.
Frequently asked questions
Which project is this case about?
E39 Lyngdal in Agder, Norway, for Nye Veier, with 5.3 km of open road, 6.1 km of twin-bore tunnels, two long and five smaller bridges, and two motorway junctions.
What does JVIS use TaskCtrl for?
TaskCtrl is used throughout the project, from planning roads, tunnels and bridges to commissioning. The modules are linked so commissioning can be followed closely.
Why does systematic commissioning matter in infrastructure?
Large infrastructure projects have many technical systems and interfaces. Systematic commissioning finds errors early and ensures functions work at handover.
